ATF, State/County Enforcement Group Arrest 3 Narcotics Traffickers in Continuing Federal And Local Investigation

    CHICAGO, May 11 /PRNewswire/ -- Andrew Traver, Special Agent in Charge
 of the Chicago Field Division, Bureau of Alcohol, Tobacco, Firearms and
 Explosives (ATF), and Anthony Rapacz, director of the Illinois State
 Police/DuPage County Metropolitan Enforcement Group, announced today the
 arrests of two men and a woman on charges of conspiracy to possess with
 intent to distribute cocaine and "crack cocaine" in and around communities
 throughout the DuPage County area.
     The arrests in Naperville, Ill., yesterday of Thomas Sirtoff, Ciji
 Harris and Donald Endicott culminated an 11-month investigation of a
 large-scale crack cocaine distribution organization. ATF special agents and
 members of the Enforcement Group and Illinois State Police Tactical
 Response Team also served a federal search warrant at Sirtoff's residence.
 A fourth defendant, Antoin Battle, remains a fugitive.
     Sirtoff and Harris, his girlfriend, appeared before Federal Judge
 Michael Mason today and were ordered held without bond pending a detention
 hearing scheduled for 2 p.m. May 16. Endicott is currently in custody on
 unrelated state charges and will appear before a federal magistrate on a
 future date.
     According to the federal complaints, Sirtoff headed the organization
 and used a network of codefendants and others to help distribute the
 cocaine, employing intimidation tactics, including with firearms, to coerce
 customers to pay their debts.

     Charge: Title 21 USC 846 - Conspiracy to Possess with Intent to Distribute
     a Controlled Substance.
 
     DONALD ENDICOTT, Age: 47
     155 West Mertens #304, Kankakee, Il.
     Charge: Title 21 USC 846 - Conspiracy to Possess with Intent to Distribute
     a Controlled Substance.
     The complaint charges that Sirtoff and Harris resided in Naperville,
 with Harris assisting Sirtoff by "cooking" powder cocaine into crack
 cocaine, packaging the cocaine for resale, counting drug proceeds,
 delivering drugs to Sirtoff's customers, and arranging future deliveries of
 cocaine over the phone. Harris also assisted Sirtoff in obtaining firearms
 for him and other organization members.
     Endicott and Battle, among others, redistributed Sirtoff's cocaine.
 More than one kilogram of crack cocaine and a firearm were purchased from
 the conspirators during the course of the investigation.
     If convicted, the defendants face a mandatory minimum sentence of 10
 years in federal prison. Note, however, that the court will determine the
 appropriate sentence to be imposed under the United States sentencing
 guidelines.
     The public is reminded that complaints contain only charges and are not
 evidence of guilt. The defendants are presumed innocent and are entitled to
 a fair trial at which the government has the burden of proving guilt beyond
 a reasonable doubt.
     Other agencies in this investigation were Downers Grove Police
 Department, Naperville Police Department, Aurora Police Department, Lisle
 Police Department, Westmont Police Department, Mid-States Organized Crime
 Information Center (MOCIC) and U.S. Immigration and Customs Enforcement
 (ICE).
