Papers were filed by, Mr. Cheeks, now Executive Director of P.A.S.S., Inc., a political safety organization.
Event Location: |
11:00 AM, 441 4th St. NW, Filing at DC BOEE. 2nd Floor |
11:30AM -11:45 AM, Q&A Front of Building. |
Mr. Cheeks was asked: "What is the purpose of PASS?"
"PASS is a special unit of individuals who demand a permanent safety feature to be installed within laws of the District of Columbia Government, because of the legalization of marijuana. The purpose is to remove the substance epidemic that exists, known or unknown inside DC Government, which the voters and residents bear the burden of some unsafe elected and appointed officials.
"PASS will remove, fire or force resignation of any candidate who seeks office or elected executive officials, such as Congressional Representatives, Mayor, Chairman of the Council, Attorney General, Council Members and positions, who do not pass a drug test.
"These are all safety sensitive positions elected by the people of the District of Columbia."
"Does PASS endorse any candidate or political parties?"
Answer: "No. PASS does not advocate for any candidates, race, sex, sexual preference, religion or political party."
Statements of Mr. Cheeks:
"We can no longer continue to give our vote and hard earned dollars to elect or pay drug- addicted serving and appointed officials. These officials have governing authority over housing, school systems, government contracts, permits, law enforcement with investigative authority and control of elections.
"The DC council requires DC government employees, in safety sensitive positions, to be drug tested, therefore elected officials cannot continue to be opposed of being drug tested." (Chapter 39 — Testing For The Presence of Controlled Substances And Alcohol E-District Personnel Manual Transmittal No. 189, June 16, 2009 , PART I , D.C. Mr. Cheeks and PASS will need to gather 25,000 signatures for ballot access for the November, 2016 General Election and convince voters of the District of Columbia to implement this powerful law changing DC elections and operations.
