William Hoagland, a top aide to former Senate Majority Leader Bill Frist, will lead the company's new Public Policy Group. As vice president of public policy, Hoagland will work with CIGNA's business leaders, as well as trade associations, business coalitions and interest groups, to develop CIGNA's policy and advocacy positions - particularly on health care reform issues - at both the federal and state levels. "With the depth and breadth of his experience in public policy and his proven record of working collaboratively with elected officials and with colleagues on both sides of the political aisle, Bill is ideally suited to lead CIGNA's Public Policy Group," said H. Hoagland has more than 30 years of government experience in numerous roles including public policy analysis and management and legislation development and implementation. During the past four years, he served as policy adviser and top budget aide to former Senate Majority Leader Bill Frist (R-Tenn.). Prior to his service to the Senate Majority Leader, Hoagland served on the Senate Budget Committee under Sen. Pete V. Domenici from 1982-2003 and as the Senator's staff director from 1986-2003; as special assistant to the Secretary of Agriculture from 1981-1982; and as an economist in the Congressional Budget Office from 1975 to 1981.
