General Patrick O'Reilly worked with the Office of the Secretary of Defense, the State Department, and the National Security Council in developing and implementing a four-phased plan for deployment of the European Phased Adaptive Approach to missile defense. Due to his hard work and leadership, Patrick O'Reilly made significant contributions to the successful deployment of a command and control battle management system in Germany linked to an Aegis Ballistic Missile Defense ship on patrol the Eastern Mediterranean Sea, and a forward-based radar in Turkey.
