Specifically, Change 2 to DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM) was released on May 18, 2016. On May 25, 2016, The Defense Security Service (DSS) released Industrial Security Letter (ISL) 2016-02, "Insider Threat" with guidance for insider threat program implementation.
