May 07, 2008, 01:00 ET from Giuliani Partners, LLC

NEW YORK, May 7 /PRNewswire/ -- Former New York City Mayor Rudolph
Giuliani and his firm, Giuliani Partners, LLC, have agreed to advise Vitali
Klitschko and his team in his bid to become Mayor of Kiev, Ukraine in the
election being held on May 25th, 2008, on the "Best Practices" for
 municipal government.

Vitali Klitschko, who holds a Ph.D. degree, serves as People's Deputy
to the Kiev City Council, and is a former WBO world champion heavy weight
boxer, is running on a reform platform. He intends to overhaul the city's
contracting and procurement processes so that Kiev will come to be known
for the integrity and transparency of its administration and its business
 dealings.

Mayor Giuliani said, "My team and I will be advising Vitali Klitschko
and his team on how to turn Kiev around by reforming government. He
understands that reform and transparency are critical to attracting
international business and sustainable economic development for his city."
Giuliani added, "We look forward to continuing to advise Mr. Klitschko and
his team after he is elected Mayor of Kiev."

With his economic advisor, Volodymyr Zaplatynsky, Deputy of the
Ukrainian Parliament of the Fifth Convocation, Head of the Committee for
Economic Policy, at his side, Mr. Klitschko said, "Mayor Giuliani took the
helm of a City that had been deemed 'unmanageable' and 'ungovernable.' In
eight years, under his stewardship, he turned the City into an
international symbol of urban renaissance by taming crime, stimulating
economic development and demanding government accountability and
transparency. I look forward to working with him and his team before and
after the election to develop and adapt for Kiev those practices which
worked so effectively in New York."

Giuliani and Team to Travel to Kiev on May 12th

Mayor Giuliani and members of his team will travel to Kiev to meet with
Mr. Klitschko and his advisors from May 12th to May 14th. Giuliani Partners
will help Mr. Klitschko to establish Commission on Integrity (COI) and to
devise systems comparable to the CompStat and VENDEX systems. Mr. Klitschko
said, "These measures worked in New York City and I believe when applied in
Kiev, foreign investors and the people of Kiev will have no doubt that the
government is 'Open for Business' and there will be no tolerance or room
for corruption or secret dealings in a Klitschko administration."

Kiev, a city of more than 2.7 million, is one of the most important
industrial, scientific, and cultural centers of Eastern Europe. Like New
York, Kiev is built on a river (the Dnieper) and depends on a complex
system of public transportation including bridges and an underground
 "Metro."
