CLEVELAND, Nov. 24 /PRNewswire/ -- It's the holiday shopping season once again, and cash-strapped consumers and dedicated bargain hunters are more determined than ever to compare prices and buy items at the lowest price possible. According to insurance.com's RateWatch report, the average rate quoted to drivers in September was $1,804 per year, compared with $1,949 last fall.
