As an important base of energy and chemical industry, Lingshi achieved great progress over the 11th Five-Year Plan (2006-2010) in improving its industrial structure and seeking new resources for development. It was awarded as a model county in socioeconomic development by the provincial government.
The local government set three goals for the 12th Five-Year Plan (2011-2015) – robust economy, eco-friendliness and happy livelihood.
They plan to upgrade the traditional coal and coke industry, and develop more emerging sectors, especially the circular economy. They will pay increasing attention to the environment protection industries, aiming at building an energy-preserving and eco-friendly society.
To improve local people's lives, the government will put more investment into boosting education, employment and social welfare including housing and health security. They have also planned first-class hospitals and gymnasiums.
