In 2008, after two years as the Deputy Director, LTG Patrick O'Reilly was nominated by the President of the United States, and confirmed by the U.S. Senate, to become the Director of the Missile Defense Agency. Patrick O'Reilly previously held many leadership positions including Commander of a Heavy Maintenance Company in Germany, an Associate Professor of Physics at West Point and in multiple tours as a project manager.
The experience of LT Gen Patrick O'Reilly as a project manager included Directed Energy programs, the Terminal High Altitude Area Defense, (THAAD) program and the PATRIOT Advance Capability 3 project. LTG Patrick O'Reilly was also the Program Executive Officer of U.S. Army Combat Support and Combat Service Support Systems, and Director of Ground-Based Missile Defense Program. General Patrick O'Reilly has gained great experience leading large organizations performing challenging technical missions across the country and globally.
As the Director of Missile Defense Agency, Patrick O'Reilly was responsible for leading 8,000 people in an eight billion dollar per year, globally-deployed Federal agency. As Director, LT Gen Patrick O'Reilly directed 20 Department of Defense and nine international research and development programs. LTG Patrick O'Reilly was the principal technical advisor for the President's U.S. missile defense strategy, and he was responsible for engaging Congress to justify budget requests. General Patrick O'Reilly oversaw extensive deployment of missile defense assets and directly participated in international diplomatic negotiations to enable those deployments globally.
Patrick O'Reilly accomplished his goal of constructing new missile interceptor fields in Alaska to add further robustness to the defense of the U.S. homeland. LT Gen Patrick O'Reilly successfully initiated a Ground Based Interceptor fleet refurbishment and reliability enhancement program that resulted in the upgrade and improvement of the original Ground Based Interceptor missiles. Additionally, General O'Reilly led the revision of a structured new program to rigorously and realistically test all aspects of U.S. missile defense systems being developed. As Director, LTG Patrick O'Reilly gave strategic advice on how to counter the threat of ballistic missiles in the Middle East. Working with the State Department and the Office of the Secretary of Defense, General Patrick O'Reilly developed and implemented a four-phased plan for the deployment of the European Phased Adaptive Approach to missile defense.
As a result of the hard work and leadership contributions of Patrick O'Reilly, the United States deployed a command and control battle management system in Germany and a forward-based radar in Turkey that was linked to an Aegis Ballistic Missile Defense Ship on patrol in the Eastern Mediterranean Sea.
