NE Colorado Cellular Chooses Viaero and Nokia

 Inc. doing business as Cellular ONE of Northeast Colorado since 1991 and
 Wireless II, LLC doing business as Nebraska Wireless since 1995; announce the
 formation of a new Wireless Communications Company that will be doing business
 as Viaero Wireless.  NE Colorado Cellular, Inc. will be the sole owner and
 operator of Viaero Wireless.

 providing superior coverage, access anytime, immediate personal customer
 service and a competitive product within our local borders, and a seamless

     NE Colorado Cellular, Inc. doing business as Viaero Wireless will enhance
 current wireless product capability by installing GSM/GPRS/EDGE service for
 customers in northeast Colorado and western/central Nebraska.  Nokia
 (NYSE:   NOK) will be the sole provider the GSM switching and base station
 technology.  The GSM system installation has begun and is scheduled to be
 operational October 1, 2003.
     GSM is the most popular digital network standard in the world, providing
 the widest possible roaming opportunity because of the uniform and seamless
 operation of features and functions, worldwide.  GPRS connectivity, described
 as always on, is ideal for future high-speed data services and push-to-talk
 convenience.  Viaero will immediately introduce such digital features as
 caller ID, voice mail messaging/notification, short messaging service, and
 internet messaging.
     The current analog wireless system serving northeast Colorado will
 continue to function as an alternative for Colorado subscribers.  All
 subscribers on the current CDMA system in Nebraska will be replaced with GSM
 before years' end.
     Viaero Wireless has acquired PCS licenses to serve a territory of over
 70,000 square miles in northeast Colorado and western and central Nebraska.
 The GSM system is scheduled to cover most of northeast Colorado including I-76
 from Wiggins to the Nebraska State line and Interstate 80 from the Wyoming
 State line extending eastward to 60 miles east of Grand Island, Nebraska, by
 years end.  Viaero Wireless is committed to continue to build out the system
 until all of the Viaero service area has quality coverage everywhere.
     Viaero Wireless has contracted with major GSM nationwide providers
 including AT&T Wireless, Cingular, and T-Mobile to assure that Viaero
 subscribers have seamless uniform access to GSM features and functions when
 outside the local service area.
     Viaero intends to have two corporate office centers.  One located in Fort
 Morgan, Colorado and one in Grand Island, Nebraska.  "To provide optimum
 customer service it is important that we work, live, and play in the

 employs over 80 local inhabitants in Colorado and Nebraska and this number is
 expected to double over the next five years as the company earns subscriber
     Total Viaero commitment to cover the market end-to-end is estimated at
 over $50,000,000.
