The U.S. Bureau of Labor and Statistics reported in the start of 2012 that while unemployment rates were slightly lower in November than a year earlier, in 351 of the 372 metropolitan areas, eight areas recorded jobless rates of at least 15.0 percent. The national unemployment rate in November was 8.2 percent, not seasonally adjusted, down from 9.3 percent a year earlier.
