Charter One Appoints James A. Racine as Senior Vice President, Divisional Manager for Mortgage Lending of the Michigan Division

    CLEVELAND, April 17 /PRNewswire/ -- Charter One Financial, Inc. (NYSE:   CF)
 announced today that James A. Racine has been appointed senior vice president,
 divisional manager for mortgage lending of the Michigan division, which
 operates as First Federal of Michigan.
     In his new position, Racine will manage the residential mortgage division,
 which has 150 employees.

     Racine, a 16-year veteran of the banking industry, was recently national

 Florida. Racine obtained his bachelor's degree from Northern Illinois
 University.
