 Verizon-Massachusetts Decision:
 
     "By authorizing Verizon to provide long distance telephone service in
 Massachusetts, the Federal Communications Commission has eliminated a
 significant barrier to investment in high-speed telecommunications networks.
 As a result, all Massachusetts residents, regardless of their income level,
 rural residence, or physical disabilities, should have increased opportunity
