Counterfeit Cloning Ban Creates Loophole Monstrosity, Says the American Bioethics Advisory Commission

    WASHINGTON, April 17 /PRNewswire/ -- "All forms of human cloning represent
 science at its most irresponsible, and involve the destruction of embryonic
 persons," said Father Joseph Howard, executive director of the American
 Bioethics Advisory Commission. Therefore, he said, any human cloning ban which
 comes out of Congress must outlaw every cloning technology.
     Fr. Howard specifically criticized so-called human cloning bans which
 would outlaw only human cloning followed by implantation, while permitting
 other forms of destructive human cloning. "Such a law would create a loophole
 monstrosity which would sanction the generation of human persons who would
 then be slaughtered for allegedly scientific purposes," he said, adding that a
 legitimate, moral human cloning ban must slam the door shut on the "clone and
 kill" options championed by the Clinton administration.
     "If the GOP seeks to differentiate between itself and the Democrats, it
 must move forcefully to ban so-called therapeutic (read: utilitarian) human
 cloning, and, in addition to somatic cell nuclear transplantation, all forms
 of human cloning," he said.
     Fr. Howard called S.B. 704 -- introduced recently by pro-abortion Senator
 Ben Nighthorse Campbell (R-CO) -- a counterfeit bill which would permit
 destructive cloning.
     "A vast majority of Americans oppose human cloning without exception," Fr.
 Howard pointed out. "The congressional human cloning ban must reflect the will
 of the people."
