DSHS Closes Day Care After Owner Arrested

Apr 26, 2001, 01:00 ET from Washington State Department of Social & Health Services

OLYMPIA, Wash., April 26 /PRNewswire/ -- The Kids S Cool Child Development
Center was closed today by the state Department of Social and Health Services
(DSHS) following the arrest of the center's owner.
DSHS delivered a summary suspension of the center's child-care license at
5 p.m. today. The department is working with the local resource and referral
office to help parents find alternative child-care arrangements.
Owner of the child-care center Siegfried Fichte, Jr. was arrested and
incarcerated on firearm and drug charges, along with violating a protection
order. DSHS was notified about the arrest on Tuesday, April 24, and licensors
immediately conducted a site visit to the facility, where they found that the
cook had left and staff had to leave lunch clean up in order to care directly
 for the children.
DSHS said no children were harmed.
The center is located at 1424 South Campbell, Airway Heights, and was
licensed to provide care for 92 children. Sixty children were currently
enrolled at the day care. Fichte was first licensed on July 27, 1999, and his
license was renewed for the fourth time on January 3 of this year. He owned
the center, but didn't provide direct care to children there.
Criminal history background clearances done as part of the licensing
process revealed no prior history that would deny Fichte a license.
Prior complaints at the center showed some valid findings on understaffing
and nutrition. There were no findings of abuse or neglect in the complaints.
DSHS cited the arrest of the owner, lack of director or program supervisor
on the premises after today, and notice that electrical power is due to be
shut off this week because of non-payment as reasons for suspending the
 license.
