     Recently, Casbar was approached by a property management firm that was in
 need of a reliable high-speed Internet service for an apartment complex with a
 series of multiple tenant buildings in a campus style arrangement.  The tenant
 population is largely dominated by students from a local college with an
 enrollment of 26,000, most of whom want high-speed Internet access.  Casbar
