Health Management Systems, Inc. Announces Appointment of Robert M. Holster As President and Chief Operating Officer

    NEW YORK, April 3 /PRNewswire/ -- William F. Miller III, Chairman and
 Chief Executive Officer of Health Management Systems, Inc. (Nasdaq:   HMSY),
 announced today the appointment of Robert M. Holster as the Company's new
 President and Chief Operating Officer.  Mr. Holster, age 54, was from 1993
 until 1998 President and Chief Executive Officer of HHL Financial Services,
 Inc., then one of the nation's largest privately-held providers of business
 office services to hospitals.  Since 1998, he has served as an independent
 consultant, most recently assisting HMSY with the disposition of certain
 non-strategic assets.  This will be Mr. Holster's second stint with the
 Company, having served from 1982 until 1993 as Chief Financial Officer and
 then as Executive Vice President.  In the latter capacity, he was instrumental
 in HMSY's entry into government markets that now account for a significant
 portion of its revenues.  Mr. Holster also served as a Director of the Company
 from 1989 until 1996.
