Procurement Through the Internet

WESTBORO, Mass., April 17 /PRNewswire/ -- Healy Hudson, an international
provider of procurement solutions for sourcing, ordering and supplier
relationship management (SRM), has announced that the company has been awarded
a contract from the City Administration of Hamburg to provide the software
solutions that will enable the city to issue contract tenders and procure
goods and services through the Internet.
Healy Hudson was the only e-procurement company awarded a contract by the
City Administration in an open selection process involving over 60 competing
software providers. Powered by Healy Hudson solutions, Hamburg will become
the first large German city to procure online, a pioneering measure aimed at
streamlining the Administration by reducing the time and costs associated with
 the traditional procurement process.
German laws and European regulations outline explicit rules governing the
use of public money for purchasing. One of Healy Hudson's key advantages in
the selection process was the company's specially-designed eGoverment(TM)
software, which incorporates these stringent public spending requirements to
automate legally consistent operational usage across the Administration.
The annual procurement spend for Hamburg is $65 million, which is
allocated through approximately 700 skeleton contracts and 150 public tenders.
Hamburg's new e-procurement strategy will be gradually implemented over the
course of the next several months. Administration officials predict that the
city will issue its first ever electronic public contract tender by early
Summer and that each of the city's estimated 1,500 administrative offices will
be enabled to electronically place orders by 2002.
Hamburg's City Council expressed confidence that Healy Hudson's software
will help the city increase its buying power by bundling demand across the
Administration and that it will also yield an increased number of competitive
supplier offers. "Hamburg is taking the national lead with this e-procurement
initiative," says Senator Dr. Ingrid Numann-Seidewinkel, "And it's going to
pay off for the city with enormous benefits: a more open and competitive
supplier selection process, shorter procurement timelines and ultimately lower
 costs."
