    CHICAGO, April 17 /PRNewswire/ -- Wolters Kluwer North America, Chicago,
 and eLawForum, Washington, D.C., announced today a strategic alliance to
 continue the rapid expansion of eLawForum in the U.S. and Europe.  Under the
 agreement, Wolters Kluwer (WK) has taken a substantial equity position in
 eLawForum, the market leader in private exchanges for corporate legal
 services.
     eLawForum has a user-friendly method of lowering legal costs, enabling
 corporations to retain outside counsel through a web-based, competitive
 bidding process.  Corporate law departments post on eLawForum's private
 auction web site confidential requests for proposals and invite law firms to
 respond.  The selected law firms compete on the basis of track record, quality
 and price.  The auctions, to date, have lowered legal costs by as much as
 35 percent or more.  eLawForum has more than 100 registered corporations --
 principally in the Fortune 1000 and Euro 500 -- and more than 850 registered
 law firms from all 50 states and 33 countries.
     The strategic alliance will allow eLawForum to penetrate more segments of
 the professional market.  Wolters Kluwer is one of the world's largest
 providers of information, services and specialized software to legal
 professionals in firms, corporations and governments.  The alliance broadens
 Wolters Kluwer's focus as it moves forward with specialized products and
 services for the Internet environment.
