For the First Time in Bihar 184 Specialist Doctors Transferred by Single Order

- Doctors Trained in Critical Emergency Obstetric and Neonatal Care (CEmONC), Life Saving Anesthetic Skills (LSAS) and Paediatricians Transferred to Ensure Availability of Critical and Emergency Healthcare Facilities for Mothers and Infants Across the State

- Civil Surgeons Will be Required to Take Permission of the Health Department to Carry out the Transfer of Medical Experts of Their Respective Districts

At the recommendation of a Committee formed by the Bihar State Health Society, the state government carried out inter-district transfers of 184 specialist doctors across 36 districts of Bihar as part of HR rationalization. The government took this positive step in order to provide extensive healthcare facilities to the mothers and infants of Bihar. It is for the first time that a transfer of this extent has ever taken place in Bihar by a single order. Another important declaration was that, a civil surgeon of a particular district won't be able to bring about the transfer of a medical expert at the district level. If in exceptional cases he orders transfer of a specialist doctor, he will need the permission of the Health Department within 15 days of his order.

The committee identified medical doctors trained in Critical Emergency Obstetric and Neonatal Care (CEmONC) and Life Saving Anaesthetic Skills (LSAS) and paediatricians who were posted at facilities which do not provide comprehensive health services for maternal and new-born complications, and submitted a list of specialists to the Government of Bihar (GoB) recommending redeployment through inter-district transfers.

CARE India, who provides technical support to the Government of Bihar in matters of healthcare, has played a major role in bringing about the transfers. CARE conducted a situation assessment of existing government human resources using the government's HR Information System data. This effort included the assessment of requirements for doctors and nurses as per the Indian Public Health Standards (IPHS) across the state, followed by assessment of positions that are filled but doctors were not posted based on their qualifications, especially specialists like obstetricians, anaesthetists, paediatricians, and staff nurses. During this assessment an irrational distribution of available specialists was observed. CARE discussed the need for HR rationalization in the state with the GoB and a committee was formed under the chairmanship of the Executive Director, State Health Society of Bihar for rationalization of posting of specialist doctors.

This exercise was carried out to ensure availability of specialists in all 36 District Hospitals (DH) for comprehensive maternal and newborn services.
