Agilex Names Roger W. Baker Chief Strategy Officer

Baker to the newly created position of Chief Strategy Officer.  Baker previously served as Assistant Secretary for Information and Technology and Chief Information Officer (CIO) for the U.S. Department of Veterans Affairs (VA) from 2009 to 2013, and as CIO for the U.S. Department of Commerce from 1998 to 2001.

As Chief Strategy Officer, Baker will work closely with agencies to implement strategies and technologies to modernize IT operations, lower sustainment costs, enhance performance and improve mission results.  He will also lead strategic initiatives to leverage and scale Agilex' proven capabilities to address the needs of additional clients and larger programs. These efforts will include working with industry partners to develop joint solutions and integrated, best-of-breed delivery teams.

He is also responsible for extending Agilex' reputation across federal agencies as a preeminent government solutions provider, widely recognized for superior customer value, operational excellence, integrity and industry-leading solutions. In addition, he will play a key role in the execution of Agilex' corporate strategy, as it seeks to become a billion-dollar company over the next decade.

Baker is widely recognized for transforming the federal government's second largest IT department into a customer-driven, quality-based and results-oriented organization.  The Program Management Accountability System (PMAS) he introduced was credited with dramatically improving project success rates and produced significant cost-savings.  It also provides the foundation for the federal government's TechStat, PortfolioStat and IT Dashboard programs.  Under his leadership, the agency was a leader in the adoption of new and emerging technologies, such as mobile devices to improve healthcare and empower Veterans.  He was also a powerful advocate for standards-based systems and open source software within VA, and restored the agency's reputation as a trusted guardian of Veteran's personally identifiable information (PII).

At the U.S. Department of Commerce, Baker was recognized for modernizing the agency's IT systems and processes.  During his tenure, he introduced new e-commerce capabilities, strengthened IT management, reduced operating costs and supported the decennial census.  He also played a leadership role in defining the role of the federal CIO following passage of the Clinger-Cohen Act. 

Prior to his VA appointment, Baker was President and CEO of Dataline LLC, an innovative, midsize technology company.  He also served as CIO for General Dynamics Information Technology and General Manager for the Telecommunications and Information Assurance business group at CACI International.  Earlier in his career, he served as Chief Operating Officer for BlueGill Technologies; Vice President of Engineering and Operations at VISA International; and as Vice President of Consulting and Services for Verdix Corporation.
