In August 2013, the Department of Labor's Office of Federal Contract Compliance Programs (OFCCP) introduced new rules that will dramatically change requirements for federal contractors, regarding talent acquisition and diversity. For example, hiring benchmarks for veterans will be set at eight percent, while new utilization goals for disabled workers will be set at seven percent of all staff in each job group category. In addition, organizations will be required to keep more stringent records of their diversity hiring efforts.
