SAN ANTONIO, April 23, 2015 /PRNewswire/ -- Michael Browning, a partner in Burleson LLP's San Antonio location, will present a talk, "Texas Oil and Gas Regulation Update: Allocation Wells," in a webinar on April 23 hosted by Electric Utility Consultants, Inc. (EUCI). The online event will be held from 1 to 2:30 p.m. EDT.
In his talk, Browning, who is Board Certified in Oil, Gas, and Mineral Law by the Texas Board of Legal Specialization, will discuss the benefits of horizontal drilling, the evolution of the Texas Railroad Commission's regulation of allocation wells, and the existing Texas case law supporting permitting of allocation wells. The webinar will also highlight areas not addressed by Texas case law and possible legal ramifications.
"Operators are being confronted with a number of questions as traditional legal and regulatory concepts – many of which have been in place for over a century for vertical wells – are applied and adapted to horizontal wells," explained Browning. "This session will add clarity to the evolving regulatory standards by taking a close look at current permitting requirements, various scenarios for allocation permits, and production calculation methods."
Browning has practiced law for more than a decade, focusing primarily on oil, gas, and mineral title examination. His practice includes rendering all types of title opinions throughout the state of Texas and the state of New Mexico. He also leads a team of highly qualified attorneys in acquisition and divesture and due diligence matters.
Browning is experienced in counseling clients on oil, gas, and mineral title issues, allocation wells, pooling and unitization, community leases, undivided mineral ownership, and leasehold estates. He has prepared oil and gas leases, amendments, assignments, ratifications, mineral and royalty deeds, purchase and sale agreements, and operating agreements, and has represented clients in receivership litigation.
