Crowell & Moring Expands West Coast Energy Capabilities with Project Development and Finance Lawyer Charles E. Schwenck

In addition to his 30 years of experience in private practice, Schwenck has held senior positions at major firms in the energy and construction industries, including as General Counsel of Fluor Corporation, Division Counsel of Bechtel Group's largest division, and as Chief Legal Officer of a significant energy and construction conglomerate. He has handled more than $100 billion in major project transactions, including the 1,960-mile Bolivia-to-Brazil natural gas pipeline and several large power plants in Brazil served by the pipeline. He joins the firm most recently from Gordon & Rees.

Schwenck's energy industry experience includes developing and negotiating innovative contractual structures for financing, constructing, and operating energy generation projects; products and services, including energy service performance contracts; synthetic power purchase agreements; and tolling agreements relating to electricity, natural gas, and petroleum and petrochemical products.

His infrastructure project experience includes roads, highways, bridges, rail (including high-speed intercity and light metropolitan rail), water and waste treatment facilities, airports, seaports, and cargo terminals, many of which projects involved private ownership, operation, and financing of public facilities. His mining and metals experience includes matters relating to the purchase of rights and extraction, processing, and sale of coal, base metals, precious metals, oil sands, gypsum and potash.

Schwenck's construction experience extends from representing project sponsors, investors, contractors, and lenders in the development of bidding documents and procedures to the negotiation of contractual and financial arrangements and to the implementation of project construction structures and delivery methods.
