Prior to joining the firm, Ms. Jones spent seven years as an energy commissioner in Texas, an elected position. During her tenure, she served as chairman of the commission twice. She is nationally recognized for her keen understanding of domestic and global energy industries and the regulatory policy that affects them.
As chairman of the Railroad Commission, Ms. Jones oversaw a regulatory agency considered the model for the world's energy oversight agencies, with statewide jurisdiction over permitting of drilling for oil and natural gas, intrastate pipeline permitting and safety, ratemaking for investor-owned natural gas utilities, permitting of surface mining of coal, and the environmental protection of groundwater. An advocate for the protection of coastal habitat, she also served on the state's coastal land advisory board.
"I look forward to having the opportunity to assist the clients of Patton Boggs across the globe," noted Ms. Jones. "The firm's leadership in the public policy arena, particularly with respect to the intersection of private industry and government regulatory policy, is closely aligned with my expertise. I am excited to join a firm of such caliber."
Ms. Jones' career is rich in public service. Prior to her election to the Railroad Commission, she served four years in the Texas Legislature. Her experience on the House Appropriations Committee of a state with one of the largest economies in the world and as chairman of the Sub-committee on Budget and Oversight of the House Energy Resources Committee will prove to be an asset to clients of the firm.
"Elizabeth brings an extraordinary perspective to the firm and to our policy-related practices," noted Edward J. Newberry, managing partner of Patton Boggs. "Her depth of understanding of the issues that are faced by key sectors of American business and industry, combined with her strong grasp of the role that sound public policy plays in supporting our national economy, will benefit our all our clients tremendously. She is a great addition to the firm."
A native of San Antonio, Texas, Jones graduated in 1978 from the University of Texas at Austin. She and her husband are the parents of two grown children.
