Files five lawsuits to produce records on forces behind deadly unrest
WASHINGTON, Oct. 13, 2025 /PRNewswire/ -- The Federation for American Immigration Reform (FAIR) has filed five lawsuits in Los Angeles County Superior Court against the Los Angeles Police Department (LAPD), the Los Angeles County Sheriff's Department (LACSD), and the California Highway Patrol (CHP). The suits seek to enforce the California Public Records Act (CPRA) and compel these agencies to produce records related to their actions and involvement in the violent riots against Immigration and Customs Enforcement (ICE) operations that took place in LA in June 2025.
These lawsuits stem from an Investigative Report on the LA Anti-ICE Riots that FAIR published on September 5, 2025. That report revealed that the unrest which unfolded in LA was not driven by spontaneous protests, but was a coordinated campaign of violence financed and organized by anti-borders activists and foreign actors. The report detailed how those efforts sabotaged federal immigration enforcement, endangered public safety, and caused significant human and economic losses—including fatalities, injuries, hundreds of arrests, and nearly $20 million in property damage.
In support of the report, FAIR had submitted targeted CPRA requests to several law enforcement agencies in California. Those requests sought communications between the agencies and outside groups, arrest and booking details, injury reports, and federal assistance logs in connection with the riots. However, FAIR received inadequate responses that were marked by unlawful delays, improper denials, and a failure to justify claimed exemptions from disclosure.
"These lawsuits are crucial to bring transparency to local law enforcement's role in the LA anti-ICE riots," said Dale Wilcox, FAIR's executive director and general counsel. "California agencies are shielding information that could expose how sanctuary policies enabled violence against federal officers. These lawsuits are essential to hold riot organizers accountable and prevent future sabotage of immigration enforcement."
"Our investigative report already demonstrated that foreign actors and anti-borders groups orchestrated this chaos to undermine America's borders," said Mateo Forero, FAIR director of investigations. "The withheld records will help uncover the full network of funders and agitators, ensuring those who fueled the riots face justice."
