Former Assistant Secretary of the Treasury for Investment Security Paul Rosen to Join Latham & Watkins

Paul Rosen brings extensive senior government experience to Latham's top-tier CFIUS & US National Security practice.

WASHINGTON and LOS ANGELES, Feb. 3, 2025 /PRNewswire/ -- Latham & Watkins LLP¹ is pleased to announce that Paul Rosen will join the firm's Washington, D.C. and Los Angeles offices as a partner in the CFIUS & US National Security practice within the firm's White Collar Defense & Investigations Practice. Rosen most recently served as Assistant Secretary of the US Department of Treasury for Investment Security, where he oversaw the Committee on Foreign Investment in the United States (CFIUS) and led the US government's investment security screening, regulatory reviews, and enforcement activities. In this role Rosen served as the principal advisor to the Treasury Secretary on inbound and outbound investment security and policy matters. He brings a deep understanding of the regulatory landscape surrounding foreign investments, informed by his more than 15 years of experience in national and homeland security and law enforcement matters, as well as five years as a white collar defense and government investigations lawyer in private practice.

After his bipartisan confirmation by the US Senate in May 2022 as Assistant Secretary of the Treasury for Investment Security, Rosen led CFIUS, overseeing day-to-day operations and hundreds of transaction filings that shaped US investment security and national security policy. He was instrumental in spearheading CFIUS's compliance and enforcement function, as well as in drafting and implementing the new outbound investment review and enforcement program.

At Latham, Rosen will help clients strategically navigate complex and consequential government regulatory, investigations and enforcement matters, including CFIUS and outbound investment reviews.

Rosen's distinguished federal government career also includes serving as Chief of Staff at the Department of Homeland Security and in various roles at the Department of Justice, including as counsel to the Assistant Attorney General for the Criminal Division and as a federal prosecutor in the Criminal Fraud Section, where he investigated and prosecuted financial crimes. Rosen also served as Counsel on the Senate Judiciary Committee.

Rosen will join the firm in March. He received his JD, Order of the Coif, from the University of Southern California and his BA, summa cum laude, from the University of Colorado Boulder.
