Former Chief of Staff of U.S. Army Cyber Command Joins Qtonic Quantum to Lead Federal and Defense Government Affairs

Col. Reginald M. Harris, U.S. Army (Ret.) brings 33 years of Army service, from enlisted soldier to battalion command in the Cyber Protection Brigade to the senior staff of ARCYBER and U.S. Central Command

MIAMI, Sept. 1, 2026 /PRNewswire/ -- Col. Reginald M. Harris, U.S. Army (Retired), who served as Chief of Staff of U.S. Army Cyber Command and commanded the 1st Cyber Protection Battalion (Provisional), has joined Qtonic Quantum Corp to lead the company's federal and defense government affairs.

Harris will represent Qtonic Quantum, a quantum cyber risk and vulnerability intelligence firm serving enterprise and federal environments, to the Department of War and its military departments and combatant commands, the Department of Homeland Security, the Intelligence Community, other federal departments and agencies, and the defense industrial base and systems integrators that serve them.

He arrives against a fixed clock. The Department of War Post-Quantum Cryptography Strategy, released in June 2026, requires high-impact and national security systems to support quantum-resistant algorithms by December 31, 2030 and the force to use them by December 31, 2031, unless otherwise noted, with non-compliant systems phased out. Executive Order 14412, signed June 22, 2026, directs CISA and NIST to publish minimum elements for a cryptographic bill of materials that enable automated assessment of cryptographic assets, and directs the FAR Council to propose a rule binding covered contractors to post-quantum standards. Neither deadline can be met by an organization that cannot first count the cryptography it runs.

Harris enlisted in the Army Reserve in 1992 as a food service specialist and was commissioned as a Distinguished Military Graduate of Elizabeth City State University in 1996. He served first as a Field Artillery officer, including battery command in Germany and fire support duty with 1st Armored Division, then as an Information Systems officer. In that second career he was Enterprise Services Division Chief for XVIII Airborne Corps G6, detachment chief of a cyber protection team in the Army Cyber Protection Brigade, battalion commander of the 1st Cyber Protection Battalion (Provisional), and Deputy Chief of the Enterprise Integration Division at Headquarters Department of the Army CIO/G-6 in the Pentagon. He served with U.S. Central Command as J6 Engineer Division Chief and Deputy J6 and finished that tour as Deputy Chief of Staff for Operations. He became Chief of Staff of U.S. Army Cyber Command in July 2022 and retired in September 2025.

His decorations include the Defense Superior Service Medal, the Bronze Star Medal, the Defense Meritorious Service Medal, the Meritorious Service Medal with one silver and one bronze oak leaf cluster, the Combat Action Badge, and the Iraq Campaign Medal with four campaign stars. He holds a master's degree in Information Technology Management from Webster University and a master's degree in National Resource Strategy from National Defense University, and he is a graduate of the Eisenhower School.
