Former Government Suspending and Debarring Official and Procurement Fraud Remedies Coordination Official Joins Crowell & Moring

WASHINGTON, Feb. 22, 2016 /PRNewswire-USNewswire/ -- Crowell & Moring LLP is pleased to announce the addition of partner David Robbins to the firm's Government Contracts Group in Washington, D.C. As a former government Suspending and Debarring Official and Procurement Fraud Remedies Coordination Official, Robbins adds a unique perspective to Crowell & Moring's already deep bench. During his government tenure, Robbins also co-chaired the Department of Defense and NASA Procurement Fraud Working Group, which focused on inter-agency coordination with the Department of Justice, Offices of Inspector General, and other government agencies to address procurement fraud.

Having an innate understanding of the government's personnel, platforms, and practices, Robbins' experience will complement Crowell & Moring's existing practice. He will focus on matters related to procurement fraud, civil False Claims Act, criminal prosecutions, complex investigations, and parallel suspension and debarment proceedings, as well as mandatory disclosures and compliance counseling at the federal, state, and local levels. Robbins' knowledge of the government's suspension and debarment community, and unique and deep procurement fraud credentials, also enable him to serve as a corporate monitor for administrative compliance agreements with the U.S. Government.

Robbins joins Crowell & Moring from Shulman, Rogers, Gandal, Pordy & Ecker, P.A., where he chaired the firm's government contracts and grants practice. In addition to his most recent role in private practice, Robbins spent five years in the Office of the General Counsel at the U.S. Department of the Air Force where he held several notable government positions, including Acting Suspending and Debarring official, Acting Deputy General Counsel (Contractor Responsibility), and Director of the Air Force Office of Procurement Fraud Remedies. Robbins won multiple, high profile awards during his government tenure, including the Air Force Productivity Excellence Award (2012), the Outstanding Civilian Achievement Award (2013), the Meritorious Civilian Service Award (2013), and the General Counsel's Procurement Fraud Remedies Award (2011).

Robbins earned his B.A. from Yale University and received his J.D. and M.B.A. from the University of Maryland. He also qualified as a Certified Fraud Examiner.
