Fully Updating of OCS Talents Drawing Platform to Become a Breakthrough for Innovative Development Strategy

Bring in not only overseas students but also talents of wide areas

OCS has been upgraded from Guangzhou Convention of Overseas Chinese Scholars in Science and Technology, which has held successfully for 17 years. It has become a golden brand for attracting overseas talents to come back home for innovation and entrepreneurship. The upgrading follows Guangzhou's response to China's national eco-social development as well as talent development. Guided by the strategic thoughts of 'Four Comprehensives', it carried forward the spirit of 18^th CPC National Congress and the fifth plenary session of 18^th CPC National Congress, implemented the spirit of President Xi's key speeches, followed the development philosophy of "innovation, coordination, green, open, and sharing" as well as national strategy of innovation-driven growth.

2016 OCS adheres to the organizing philosophy of 'being global-oriented and China-based' and highlights the characteristic of 'precise positioning, precise matching, and precise landing'. 'Precise positioning' means to be positioned at a national convention on exchange of overseas talents, which serves China's strategy of innovation-driven growth; 'precise matching' refers to fully understanding the demand of market and talents so as to realize all-round demand coupling by taking advantage of on-line and off-line activities; 'precise landing' means to introduce talents and projects with no limitation, focusing on double innovation and supply-side reform, so as to keep projects and talent as much as possible and fully improve the effectiveness of the convention.

According to the above positioning, 2016 OCS will make changes in three areas. First, to constantly increase the scope of introducing overseas talents by breaking up the limitation of nationality and boundary, not judging by education background, expanding the participants of the convention from overseas Chinese students to include foreign high-level talents, talented people from Hong Kong, Macao and Taiwan, as well as extinguished overseas Chinese. Second, to further resort to the strength of state ministry and local government to mobilize resources and make innovations in organizing convention and carry out on-line and off-line activities through the Internet, so as to create a never-falling OCS brand and further enhance the level of convention organizing. Third, to strengthen the precise matching and landing of talent project, thus improving the effectiveness of the convention.

7,000 guests both at home and aboard

According to the information, the number of participants of this convention will reach 7,000 people, including state leaders, officials of provincial and municipal governments, guests as well as overseas talents. Of them, there are about 4,000 overseas talents including Nobel Prize winners. At present, 65% of which have acquired a overseas doctorate degree. About 400 experts in 'The Recruitment Program of Global Experts' will bring their scientific projects to the convention. More than 120 advanced technology projects from CIS countries will be brought to the convention. 242 nominated programs in 'Chunhui Cup' innovative entrepreneurship competition for overseas Chinese talents will be coupled in the convention.

2016 OCS is co-hosted by the Ministry of education, Ministry of science and technology, Chinese Academy of Sciences, the State Council overseas Chinese Affairs Office, the WRSA (Friendship Association of Chinese students studying abroad), CPC Guangzhou Municipal Committee, as well as the Guangzhou Municipal People's Government. And the number of its co-organizers has increased to 27, including 4 municipalities in China. According to preliminary statistics, there are more than 40 provinces and government delegations, over 120 colleges and universities, research institutes and enterprises have registered for the exhibition. They will bring more than 17,000 job demands, and the exhibition covers an area of about 23,000 square meters.

Six-part exhibition follows closely to national strategies and shows the features of the times

The convention of 2016 is themed at 'Gathering Talents, Realizing Dreams and Shaping the future', with the principle of 'Being Global-oriented and China-based'. According to the overall work programmes and national development strategies, activities of 2016 OCS can be divided into six parts including overseas recruitment, summit and forum, exhibition, project matching, promotion publishing, field investigation.

At present, various professional activities are all in full swing. The innovation achievement exhibition of experts included in the Recruitment Program of Global Experts covers an area of about 600 square meters, which is one of the highlights of this year's convention. 'Chunhui Cup' overseas Chinese talents competition in innovation and entrepreneurship will not only 242 nominated projects to the convention, but also hold special result exhibition. On 'wisdom creating the future -- virtual reality experience exhibition', virtual and reality (AR/VR) experience district has been set specifically for participants to experience latest technology results.

OCS will be a breakthrough for the innovative development strategy of Guangzhou

Guangzhou, is an important national central city, an international business and trade center as well as the a forward position for reform and opening up.
