Hillard Heintze Announces Three Strategic Appointments to the Senior Leadership Council for Advancing Excellence in Policing and Public Safety

CHICAGO, June 29, 2012 /PRNewswire/ -- Today, Hillard Heintze announced its appointment to the firm's Senior Leadership Council (SLC) of three well-known leaders with exceptional records of integrity and achievement in policing and public safety.  The SLC is dedicated to advancing excellence in policing and public safety and to building sustainable bridges between law enforcement agencies, communities and civil rights organizations that often view each other as adversaries.

These senior executives include Carl R. Peed, who was appointed by Attorney General John Ashcroft to serve as the Director of the U.S. Department of Justice's Office of Community Oriented Policing Services (COPS); Thomas J. O'Reilly, the retired Director of the U.S. Department of Justice's Nationwide Suspicious Activity Report (SAR) Initiative Program Management Office (PMO); and Scott Greenwood, a renowned constitutional lawyer who also serves as General Counsel of the American Civil Liberties Union, the nation's largest civil rights and civil liberties organization.

• As the longest-serving Director, Carl Peed led the DOJ COPS office from 2001 to 2009.  COPS has awarded approximately 40,000 grants to 14,000 law enforcement agencies; extended over $2 billion in funds for the use of technology and $14 billion to facilitate the hiring of 118,000 officers and deputies; and provided several hundred million dollars in resource support to these agencies related to technical assistance, training, conferences and webcasts.  Earlier in his career, Peed was the Director of the Department of Juvenile Justice in Virginia, and, for over 25 years, served in a variety of leadership positions in the Fairfax County Sheriff's Office.
• As the Director of the DOJ's Nationwide Suspicious Activity Report (SAR) Initiative Program Management Office (PMO), Thomas O'Reilly oversaw a senior-level team drawn from the Departments of Justice and Homeland Security, the Federal Bureau of Investigation (FBI), the Directorate of National Intelligence (DNI) and various state, local and tribal agencies.  O'Reilly's team focused acutely on SAR implementation in multiple state and urban Fusion Centers.  O'Reilly also served as the DOJ's Senior Policy Advisor for the Office of the Chief Information Officer and Bureau of Justice Assistance.  In this role, O'Reilly supported the commitment of the DOJ and DHS to dramatically expand the country's network of state and local Fusion Centers and implement the National Information Exchange Model (NIEM).  Prior to his positions in the federal government, O'Reilly was the administrator of the New Jersey Department of Law and Public Safety responsible for oversight of the state police, homeland security, emergency management, fusion center operations, criminal justice system coordination, criminal and civil legal services and juvenile justice. 
• Scott Greenwood is nationally recognized for his passionate engagement in defending civil rights and civil liberties both in his private practice as a constitutional lawyer and in his service.  In addition to serving as General Counsel for the American Civil Liberties Union, he is also a member of its national board.  Greenwood has dedicated over 20 years to constitutional and complex litigation in federal courts.  Individually or in concert with legal teams, he has challenged discriminatory race-based police practices; worked collaboratively with police departments to effect change; and tackled racial profiling and police misconduct cases; among many other achievements.  Greenwood was named "2003 Ohio Lawyer of the Year" in Lawyer's Weekly, was ranked on the 2004 "Ohio Superlawyers" list and has been a fixture on the Best Lawyers in America list since 1994.
