Horizon Treatment Services Moves Forward With 69-Bed Recovery Center in Burlingame

BURLINGAME, Calif., Sept. 23, 2026 /PRNewswire/ -- Horizon Treatment Services will move forward with plans to develop a 69-bed Recovery Center (HRC) at 826 Mahler Road in Burlingame following approval from the California Department of Health Care Services (DHCS) to relocate the project's state funding and approval by the San Mateo County Board of Supervisors to provide a $2.5 million local match.

Supported by a $25.5 million state Behavioral Health Continuum Infrastructure Program (BHCIP) grant, the project will bring sobering, withdrawal management, and residential treatment services together at one location, expanding access to medically supervised substance use disorder treatment and recovery services for the residents of San Mateo County. The progress of the Horizon Recovery Center (HRC) continues to reflect a strong partnership with San Mateo County, driven by a shared commitment to providing residents with a safer, stronger public health infrastructure.
