Hudson Institute Welcomes NATO Cyber Security Expert Merle Maigre as Non-Resident Fellow

WASHINGTON, Nov. 15, 2018 /PRNewswire/ -- Hudson Institute announced today that NATO cyber security expert Merle Maigre has joined Hudson as a non-resident fellow, where she will focus on cybersecurity, international relations, and defense policy.

"Merle has been on the front lines of cybersecurity and cyber warfare at NATO," said Hudson Institute President and CEO Kenneth R. Weinstein "Her experience working with America's allies to craft policy on the global scale will contribute a uniquely incisive perspective at Hudson."

Maigre is currently the executive vice president of government relations at CybExer Technologies, an Estonian firm specializing in cyber training and large-scale cybersecurity exercises. Before joining CybExer Technologies, she served as director of the NATO Cooperative Cyber Defense Center of Excellence in Tallinn, responsible for the annual Locked Shields cyber defense exercises and the CyCon annual conference on cyber warfare. From 2012 to 2017, Maigre was the security policy advisor to Estonian Presidents Kersti Kaljulaid and Toomas Hendrik Ilves, handling international security and cyber defense issues. Previously, she worked under NATO Secretary General Anders Fogh Rasmussen in the Policy Planning Unit of NATO Headquarters. She has also served at the NATO Department of Estonia's Ministry of Defense, in support of the country's NATO accession.

She has been awarded the Estonian Defense Forces Distinguished Service Medal (2018), the Order of Merit by the Estonian Ministry of Defense (2018), the Dutch Commander of the Order of Orange-Nassau (2018), the Commander of the Order of Lion of Finland (2014), and the Order of Merit of Poland (2014). In 2012 she was named an Asmus Policy Entrepreneurs Fellow of the German Marshall Fund.

Maigre received a master's of arts degree in war studies from King's College London, a bachelor of arts in international relations from Middlebury College and a bachelor of arts in history from Tartu University. She has also studied at the Johns Hopkins SAIS Bologna Center and at Sciences Po Paris.
