Mindstream Energy Builds Execution Ecosystem Behind Jordan's Planned 400 MW AI-Ready Campus

70 MW first phase targeted Q2 2027 at Al-Risha; contracted natural gas and on-site generation designed for neocloud, hyperscale, and sovereign AI workloads in the Middle East

HOUSTON and AMMAN, Jordan, Sept. 22, 2026 /PRNewswire/ -- Mindstream Energy today announced that its Al-Risha development ecosystem includes relationships with 24 global companies spanning infrastructure, technology, finance and risk management for its planned 400-megawatt sovereign AI, high-performance computing and digital infrastructure campus in Mafraq Governorate, Jordan. The campus is intended to serve MENA and international AI, neocloud, and cloud customers.

The development is designed to deliver AI-ready power and modular compute in the Middle East, starting at 70 MW in Q2 2027 and scaling toward 400 MW, using contracted natural gas and on-site generation rather than constrained regional grids. Capacity can be added in modular blocks as customers contract power and compute, rather than building the full campus before revenue begins.

Al-Risha is planned around long-term contracted natural gas, dedicated on-site power generation, modular AI/HPC infrastructure, high-density liquid cooling, planned international fiber connectivity, and phased deployment. Building the Execution Stack

The 24-company ecosystem spans seven areas: power, engineering and cooling; AI/HPC and sovereign compute; semiconductors and compute hardware; fiber-optic connectivity; capital, insurance and risk management; digital asset computing; and sustainability and carbon management.

Relationships range from executed agreements to technical evaluation, commercial discussions, and development collaboration. Together, those layers are the stack a neocloud or sovereign AI buyer requires to deploy 50–70 MW of dense compute on dedicated power in MENA.

Mindstream is assembling capabilities across the infrastructure stack so technologies and providers can be selected according to customer requirements, deployment schedules, compute density, cooling architecture, and economics.
