
Pamir Makes Forced Labor Risk Intelligence Available to DHS UFLPA Entity List Office
The UFLPA Entity List Office now has access to Pamir intelligence designed to identify forced labor risks that can remain hidden in conventional supply chain data.
LONDON, Oct. 6, 2026 /PRNewswire/ -- Pamir Solutions today announced that it has made access to the Pamir Intelligence Platform and its forced labor risk intelligence available to the Uyghur Forced Labor Prevention Act (UFLPA) Entity List Office under the U.S. Department of Homeland Security (DHS). Pamir focuses on identifying and investigating forced labor risk at factories outside Xinjiang linked to state-led labor transfer programs involving workers from the region. This includes cases where risk may sit with a direct supplier rather than further upstream in the supply chain.
For companies sourcing from China, that matters because UFLPA exposure can sit at the direct-supplier level outside Xinjiang, not only further upstream. Labor transfer relationships can create forced labor risk at factories where conventional product traceability, supplier declarations or ESG screening may not reveal the underlying risk.
The announcement comes two months after DHS added 43 companies to the UFLPA Entity List in its largest expansion to date, including entities listed for involvement in recruiting, transporting, transferring, harboring or receiving workers from Xinjiang.
The UFLPA established a rebuttable presumption against the importation of certain goods linked to Xinjiang or entities on the UFLPA Entity List. DHS chairs the Forced Labor Enforcement Task Force (FLETF), which maintains the UFLPA Entity List, while U.S. Customs and Border Protection leads implementation of the presumption at the border.

The platform is regularly updated as new evidence emerges and risk assessments change, giving the Entity List Office access to current intelligence rather than a static dataset.
Conventional traceability is designed primarily to follow products and inputs through a supply chain. Pamir addresses a different question: the workforce inside the factory itself. Its investigations examine who works at a site, where those workers came from, how they were recruited or transferred, and which Chinese government bodies or intermediaries were involved. By following the workforce, Pamir helps surface evidence-based forced labor risk that conventional traceability may not reveal.
