EXPERT ALERTS:
Brazil Presidential Election and the Appeal of Autocratic Leaders
Peter Harms
Associate Professor, Management
The University of Alabama
Brazil was ripe for an autocrat, and efforts to dismiss those who elected Jair Bolsonaro as prejudicial or uninformed are misguided, says Harms. The reasons many people choose to follow autocratic leaders vary across time, culture and circumstances, but Brazil's recent history of corruption and a tumbling economy have people looking for order and a predictable environment, even if that comes with some discrimination. Harms' research shows societies need to understand autocratic leaders and their followers across the globe without resorting to methods that strip away assumptions of value to the characteristics of followers of autocratic leaders. Says Harms: "Bolsonaro comes across as forthright and honest, and that is a welcome change for people who have grown cynical with being lied to by the traditional parties. Rather than resorting to oversimplified explanations or pinning nasty labels on those who embrace individuals who promise them strong leadership, we need to understand them. Our research suggests that such impulses are a cry for help, and that many people are pushed towards this orientation in response to what they believe is a hopeless situation that they are incapable of solving on their own."
Harms is an assistant professor in the Department of Management at the Culverhouse College of Commerce. He received his Ph.D. in Personality Psychology from the University of Illinois at Urbana-Champaign. His research focuses on the assessment and development of personality, leadership, and psychological well-being. He has published over 80 peer-reviewed articles, including the paper, "Autocratic Leaders and Authoritarian Followers Revisited: A Review and Agenda for the Future," published earlier this year in The Leadership Quarterly. He is based in Tuscaloosa, Ala.

Election Day and Employee Time Off to Vote
David Weisenfeld, JD
Legal Editor
XpertHR
"Election Day is two weeks away and voter turnout could hit a 50-year high for a midterm election. As the 2018 election approaches, employees may request time off to vote. However, voting leave laws vary, depending on your location. While no federal law exists, at least 60 percent of states have some form of voting leave law that allows eligible employees a reasonable amount of time to vote on an election day. Many states will impose a criminal penalty on an employer that fires or takes any other adverse employment action in response to an employee requesting time off to vote."
Weisenfeld covers topics related to recruiting and hiring, including preemployment screening, drug testing and interviewing and selection. He also hosts XpertHR's award-winning podcast series, for which he won a first-place national award from the American Society of Professional Business Editors, as well as the firm's employment law webinar series. In addition, he supervises XpertHR's award-winning blog and frequently contributes articles on hot-button employment issues. He has been quoted by SHRM, HR Magazine and other publications. Prior to joining XpertHR, Weisenfeld served as US Supreme Court correspondent and editor-in-chief of a nationwide legal news service while also co-anchoring the company's newscasts and editing its employment law product. He is based in New Jersey.

Saint Germain des Prés: Home to One of History's Earliest Fairs
Brian W. Smith
Director, Treasurer
American Friends for the Preservation of Saint Germain des Prés
"Many people know Saint Germain des Prés has long been a religious and cultural hub, but what they may not know is that one of Europe's oldest fairs was held here annually for hundreds of years. Merchants from all over Europe gathered in Saint Germain des Prés 15 days after Easter in 1176 and stayed for three weeks. While the dates of the fair changed over the years, the fair continued to be held annually until the French Revolution in 1789. The fair was famous for its incredible array of goods and services as well as the wild revelry of attendees, including gambling and even a riot that occurred in 1762 when a group of local university students stormed in."
Smith is an acknowledged expert in bank regulation and regulatory transactions involving complex, interindustry, or first impression issues as well as payment systems/products and financial product development and distribution. He serves as director and treasurer of American Friends for the Preservation of Saint Germain des Prés and has more than 45 years of experience as a senior executive in an international financial services company, as a senior federal bank regulator and as a senior partner in a multinational law firm. During this period, he has been associated with many of the major developments in financial services. Smith is a graduate of Columbia University Graduate School of Business and St. John's University (BA and JD). He resides in Gulfstream, Fla.
