Prominent Government Affairs Group Led by Attorney & Lobbyist Kevin Kelly Joins Clark Hill

Kelly, a leading figure in regulatory law and advocacy, including federal budget and appropriations matters, has joined the firm's Washington, D.C. office as a Member in and Co-Chair of its Government and Public Affairs Practice. Joining Kelly are Jasper Thomson, Director of Government Affairs and Lauren Lipin, Manager of Government Affairs.

Kelly is a former member of the staff of the Senate Appropriations Committee where he was clerk of the VA, HUD and Independent Agencies Subcommittee for Senator Barbara Mikulski. He also brings more than two decades of top-tier lobbying expertise in Washington having established one of its highest profile practices in federal appropriations matters.
At Clark Hill, Kelly will continue to help for profit and non-profit entities, including universities, local governments and trade associations, solve complicated problems before the Executive and Legislative Branches of the Federal Government, including complex fiscal, budgetary, contractual, and regulatory challenges at virtually every major agency, as well as government contract related matters. He will also work with Clark Hill's emerging government and public affairs practice group to formulate and execute strategies to initiate, protect, and expand Federal programs of record in aerospace, biomedical research, cybersecurity, defense, education, energy, environment, health, homeland security, science, and transportation. As part of the practice group's regulatory focus, Kelly will continue to advise clients in financial services, health, and housing and community development matters, including efforts by Congress and the incoming administration to review and potentially alter terms of the Dodd-Frank and the Affordable Care Acts.
Kelly earned his J.D. from Georgetown University Law Center and B.A. from Borromeo College Seminary of Ohio. He has been admitted to practice law in the District of Columbia, in Pennsylvania, and before the U.S. Supreme Court.
Thomson works with corporate clients specializing in Federal space, defense, and high technology policies, as well as science and technology research funding and higher education policy. He served as Legislative Counsel to Congressman Dave Camp of Michigan, where he was responsible for handling legislative initiatives pertaining to defense, energy, science and technology, health care, tax, and telecommunications issues. Previously, Thompson worked with several Senate campaigns while at the National Republican Senatorial Committee. He received his Bachelor of Arts degree from Dickinson College in 1994.
Lipin assists clients with defense, space and medical research issues by analyzing and researching policy issues, building relationships with Congressional and agency staff and advocating for client needs. She worked for Congressman C.A. Dutch Ruppersberger, a member of the Armed Services Committee, as his Military Legislative Assistant handling policy issues for the National Defense Authorizations. Lipin also advocated for the needs of military installations and defense contractors that reside in the Congressman's district. Lipin received her Bachelor of Arts from the University of Maryland, College Park and has a Certificate in Strategic Security Studies from the National Defense University.
