
Elevations strengthen the firm's partnership and reflect its continued investment in serving California public agencies
OAKLAND, Calif., Oct. 1, 2026 /PRNewswire/ -- Redwood Public Law LLP today announced the elevation of Alex J. Mog and Steve Ngo to Partner, effective Oct. 1, 2026.
Mog and Ngo bring complementary experience across municipal law, land use and housing, public finance, labor and employment, litigation, and public agency governance. Their elevations recognize their contributions to Redwood's clients and the firm and expand Redwood's partnership as it continues to serve public agencies, non-profits, and private sector clients throughout California.

Alex J. Mog is an experienced legal advisor to California public agencies on the wide breadth of issues they face while implementing their missions and mandates. He currently serves as City Attorney for the cities of Cloverdale and Sebastopol and as General Counsel for the Oro Loma Sanitary District and Bodega Bay Public Utility District.
Mog also serves as special counsel to public agencies on complex land use, housing, real estate, and municipal finance matters. He frequently advises clients on development applications, including compliance with California's ever-changing housing laws. His practice includes advising cities and special districts on development impact fees, rate setting, assessment and community facilities districts, and tax measures.

Steve Ngo is co-leader of the firm's litigation practice group, which serves cities, school districts, non-profits and other public-sector clients in complex litigation and administrative proceedings. For over 20 years, Ngo has secured wins for clients across the state in a variety of cases, from constitutional challenges to employment claims and public finance disputes.
Ngo also advises clients on governance, fiscal, and operational matters. He previously served as Interim City Attorney for the City of Santa Clara and Interim Counsel for the Santa Clara Stadium Authority, where he advised the City Council, City Manager, and department leadership on a range of issues.
Ngo's commitment to public service extends beyond his legal practice. He previously served on the Board of Trustees of the San Francisco Community College District and on the California Student Aid Commission. He also founded the Pham Fund at the Asian Women's Shelter to support the educational goals of domestic violence survivors and their children.
