Ribbon-Cutting Ceremony Celebrates Completion of First Community-Funded Home in Greenville

PARADISE, Calif., Sept. 18, 2025 /PRNewswire/ -- Paradise Affordable Homes and RRA Builders announce the completion of the first community-funded, single-family home built in Greenville, CA with a ribbon cutting ceremony and open house on Wednesday, September 24, 2025. 

"The rural community of Greenville in Plumas County was destroyed in the 2021 Dixie Wildfire. Many of those residents were underinsured, and unable to rebuild, leaving hundreds of vacant burn lots and a devastated local economy," says Kelly Konzelman, CEO of RRA Builders. "Through a unique partnership supported by local residents, Welcome Home Greenville, the Almanor Foundation, and the Plumas Housing Council, RRA Builders was asked to bring our affordable housing solutions that have been so successful in Paradise, CA to assist Dixie Fire victims still struggling to rebuild," he adds. "Since the Dixie wildfire, there have been no non-profit housing organizations or developers willing to enter this market." Federal and State disaster grants for new single-family homes are not available to for-profit builders, and the high degree of investment risk in rural communities like Greenville makes securing affordable development capital almost impossible.

"We have created a completely unique approach to financing recovery in devastated, rural communitas like Greenville," says Kelly, "and this model can be replicated in any rural U.S. county affected by disaster."

The 1,280 square foot, three-bedroom home was completely financed by local community members. The house is being sold to the public at the developer's cost of around $285,000, and 100% of the sale proceeds will be reinvested into building additional low-cost homes. Community investors have pledged and pooled their personal funds with an investment horizon of at least two years. As each new home is sold, the proceeds will be re-invested in new high-quality, low-cost housing, helping to rebuild Greenville, and stimulating local economic development. The Welcome Home Greenville project helps vested local residents pool assets to be used solely for the construction on new homes on abandoned burn lots, and sell those homes to young families for about the cost of development.
