Ribbon Cutting Held for Atlantic Blvd Apartments
Attainable Housing Project Expeditiously Built Under Innovative Approval Process
STERLING, Va., Oct. 28, 2026 /PRNewswire/ -- Green Street Housing and Good Housing were joined today by members of the Loudoun County Board of Supervisors, Loudoun DHCD, and the public to mark the Grand Opening of Atlantic Blvd Apartments, 80 units of attainable housing located at 21895 Atlantic Blvd.
For several years Loudoun County has had the Fast-Track Commercial Incentive Program to streamline development of commercial properties for desirable businesses. Because of this project's unique commitment to attainable housing, the Loudoun County Board of Supervisor's piloted the project through "Expedited Review" in this interest of prioritizing the creation of more attainable housing. Through this process, the development was re-zoned, permitted, and built all in less three years.
Atlantic Blvd Apartments does not include any market rate, commercial, or retail component to the development, and was not mandated by any inclusionary zoning - making it the first 100% attainable new development in Loudoun County in decades.
"This project shows what a local jurisdiction can do when they really want attainable housing," said Kim Hart, Co-Manager of Good Housing VA and Co-Owner of the property. "This is likely one of the fastest deliveries of an apartment building in a major suburban municipality in the country."
Chase Powell, Co-Developer and a Co-Owner of the property, complimented all those who participated in this impressive public-private partnership. "In real estate development we are only as good as our teams, and I commend Loudoun County, our design and construction teams, and our financiers for their partnership in this unprecedented achievement," said Powell.
Good Housing Co-Managing Member, John Pellerito, praised the project for its innovation. "These three acres were a retired VDOT storm water pond, left over from the construction of Atlantic Blvd," said Pellerito. "Who would have thought this eyesore could be turned into beautiful Class A apartments for deserving, working families of Sterling, VA."
Atlantic Blvd Apartments is a joint venture between Loudoun long-term attainable housing developer Kim Hart of Good Housing and Green Street Housing from Salisbury, MD.
The $31.4 million development was funded by Low Income Housing Tax Credits and Tax-Exempt Bonds from Virginia Housing, an equity investment by Cinnaire, and a loan from the Loudoun County DHCD's Attainable Housing Loan Program.
The new 106,000 square foot building is comprised of 80 one, two, and three-bedroom apartments. The property offers a large community room, a large exercise room, tot lot, outdoor play area, a pollinator garden, and will offer resident services programming. The property also includes covered long-term bicycle storage and is located along the W&OD Trail.
