Under the leadership of former U.S. Customs and Border Protection (CBP) officials, Allen Gina and Andrew Farrelly, CT Strategies delivers transformational solutions to its clients in areas including border management and risk mitigation, trade facilitation and compliance, supply chain security, advance information and intelligence targeting, and trusted partnership programs participation.

Prior to founding CT Strategies, Mr. Gina was a pioneer and leader throughout his 30 plus year career at CBP and its predecessor agency, the U.S. Customs Service, developing comprehensive national and international programs to support U.S. anti-terrorism and trade transformation efforts.  Through Mr. Gina's leadership in recent years, CBP became a leader and innovator in global supply chain security, embarking on several trade transformation initiatives including the establishment of ten Centers of Excellence and Expertise to centralize trade processing by industry stakeholders. Mr. Gina was also critical in leading CBP to adopt an active role in collaborating with partners in other U.S. government agencies, industry, and foreign governments around the world. 

Mr. Gina retired from CBP as the Assistant Commissioner for International Trade and served in numerous critical leadership positions, such as the Assistant Commissioner for International Affairs and the Acting Assistant Commissioner and Deputy Assistant Commissioner for Intelligence and Operations Coordination. Mr. Gina began his career at CBP as a Customs Inspector and was later charged with establishing policies and procedures as the Director of Agency Coordination at the Border and Transportation Security Directorate during the creation of the Department of Homeland Security (DHS).

During Andrew Farrelly's government service, CBP continued to enhance its worldwide position as a leader in passenger and cargo targeting in support of the agency's anti-terrorism mission. Mr. Farrelly played a pivotal role in the overhaul of CBP's targeting operations as the Director of Targeting Programs at the National Targeting Center, where he developed operational standards and efficiency mechanisms to augment the U.S. government's capabilities in response to major events such as the 2010 Times Square car bombing attempt. Mr. Farrelly most recently served as the Chief of Staff for the Deputy Commissioner at CBP and previously served as the Chief of Staff for the Office of Field Operations.
