If Congress fails to reach an agreement, the answer will inevitably be "sequestration," an automatic, indiscriminate lopping of that amount of the federal budget, evenly split between defense and domestic programs over a 10-year period — real pain in the form of stalled or cut agency programs, dramatic job losses and an undetermined negative effect on the nation's fragile economy.
