Software Engineering Institute Appoints New Chief Engineer for Civil & Defense Agency Team

PITTSBURGH, May 16, 2011 /PRNewswire/ -- The Carnegie Mellon University Software Engineering Institute (SEI) recently announced that Stephany Bellomo has been named the chief engineer for the Civil & Defense Agency Team at the SEI. Bellomo, who has served as acting chief engineer for the past year, manages a team of acquisition and software experts who work with various civil and defense agencies through collaboration and innovative research. Some of these agencies include the Department of Homeland Security (DHS), National Oceanic and Atmospheric Administration (NOAA), Military Health Systems, Missile and Defense Agency (MDA), and the FBI.

"We find some commonality in the challenges facing diverse government organizations including ever-increasing software complexity, greater demand for interoperability, and the need to do more with less. We strive to understand the unique attributes of each agency regarding their processes, methods, and technologies to help the agencies achieve their goals," said Bellomo. Bellomo has more than 20 years of experience in the software field. During her career, she has served as a software developer and technical lead for the design, development, and delivery of large-scale software systems for several commercial companies including Lockheed Martin, Intuit, and Verisign. She has experience programming in C++, Corba, Ada, Java, XML, and SQL.

She has also served in the capacity of program and project manager for a wide range of software programs and technologies ranging from service-oriented architecture-based systems to real-time systems for government clients such as the Centers for Disease Control (CDC), the National Center for Counterterrorism, and the Department of National Intelligence.

Since joining the SEI in 2007, Bellomo has provided technical expertise for a variety of government clients. Highlights of her work in service-oriented architecture (SOA) include supporting Army CIO G6 as part of an SEI team developing streamlined processes for deploying secure web services, as well as SOA consulting, training, and tailored workshops for organizations such as the National Reconnaissance Office (NRO), the Defense Threat Reduction Agency (DTRA), and the Navy.

She has also supported several high-visibility technical tasks:

• leading a controversial independent technical assessment for a broadly deployed government ERP system
• briefing the director of the FBI on agile software development
• presenting a paper on "Effective Attributes of Systems of System Configuration Management" at the IEEE Systems Conference and presenting at the ACM SIGDOC conference on "Documentation Approaches for SOA"
• publishing an SEI technical report, titled Suggestions for Documenting SOA-Based Systems  
• teaching a software risk module at the Defense Acquisition University (DAU), titled "Targeting Software Success" for DAU executive program managers

Bellomo received a bachelor's degree in software engineering from Virginia Polytechnic Institute and State University and a master's degree in software engineering from George Mason University. In addition, she earned a Project Management Professional (PMP) Certification from the Project Management Institute in 2005, maintains an active certification status, and received a Software Architecture Certification from the SEI in September 2007. She teaches the SEI courses Service-Oriented Architecture Migration of Legacy Components and Software Architecture Principles and Practices.
