Steady Progress on the Department of Defense's Joint Information Environment (JIE) Sets the Stage for Innovation According to Deltek Report

HERNDON, Va., Feb. 25, 2016 /PRNewswire-USNewswire/ -- According to Deltek's new GovWin IQ report Defense IT: Priorities and Strategies, 2016 and Beyond, progress implementing elements of the Joint Information Environment (JIE) has been steady, although at a slower pace than defense leadership would like. The new JIE will enable the DoD to address key vulnerabilities in its IT infrastructure while simultaneously taking advantage of a range of new capabilities, including: cloud computing, cybersecurity, big data, mobility, business system modernization, health IT, and research and development for unmanned systems. As budget pressures ease in fiscal 2016 due to the Bipartisan Budget Act of 2015, ongoing efforts to transform the defense IT ecosystem into the JIE demonstrate that more than cost consciousness is propelling the DoD's long-term IT strategy forward. 

The consolidation of IT networks is gradually enabling the use of enterprise services like email and collaboration tools within a secure environment. Ratcheting up DoD's cybersecurity is critical in an era of rapidly evolving threats, and the JIE is intended to provide the infrastructure – interoperable, standardized, and based on open architecture – to accomplish security goals. DoD's cloud environment continues to evolve, with potential cloud-specific contracts on the horizon which could be good news for government contractors focused on this area. Big data analytics will be harnessed within the new environment to enhance cybersecurity capabilities and support the use of emerging technologies like software-defined networking and the Internet of Things.

Key report findings:

• JIE - Easing budget pressures in FY 2016 and 2017 will lend predictability to the development of DoD's Joint Information Environment (JIE) effort, enabling funding to be directed through tech refresh budgets to high-priority efforts like Joint Regional Security Stacks (JRSS) and Multiprotocol Label Switching (MPLS) implementation
• Cyber - The FY 2016 National Defense Authorization Act centralizes cyber acquisition authority within USCYBERCOM and authorizes multiple major procurements to enhance DoD's ability to defend, retaliate, and operate within cyberspace.
• Cloud - Multiple organizations across the DoD (e.g., Army, DLA, DISA/GSA) are competing or considering cloud specific contract vehicles to meet defense-specific needs.  However, the lack of contractors accredited at FedRAMP+ data impact levels 4 and 5 is hindering defense cloud adoption. 
• Applications - Application rationalization continues to pose a major challenge for the Army, Air Force and some Defense Agencies. The problem is less acute in the Navy and Marine Corps.
• Big Data - Defense customers are very interested in big data solutions delivered via the cloud, particularly security, business, and health IT analytics.
• Mobility - The DoD has made progress in establishing enterprise mobility solutions, however each of the armed services is addressing mobility in its own way.
