TERC Redesigns Market-Based Framework, Collaborates With 123Carbon

Announcement brings new capabilities to customers while maintaining market transparency, traceability and integrity

FRANKLIN, Tenn., Sept. 22, 2026 /PRNewswire/ -- TERC, established in 2023 as the Transport Emission Reduction Certificate program to accelerate the adoption of lower-carbon fuels, today announced the redesign of its market-based framework. The program not only supports the creation and transfer of verified environmental attribute certificates, but also the documented attribution of certificate information to transportation activities.

TERC is starting a new collaboration with 123Carbon, an independent platform designed to accelerate decarbonization in transportation and other hard-to-abate sectors, to bring these expanded capabilities to market. The 123Carbon platform will provide the infrastructure supporting the issuance and management of TERCs and their MRV evidentiary data.

The expanded framework enables TERCs to be tethered to their documented attribution records to facilitate automated and high integrity carbon accounting. Eligible participants — including carriers, forwarders and cargo owners — can connect certificate information to specific shipments, creating a traceable record that supports value-chain reporting.
