The National Police Association Opposes Parole for Killer of Minneapolis Police Officer Richard Miller

INDIANAPOLIS, Sept. 21, 2026 /PRNewswire/ -- Richard P. Miller, Sr., served America in war and Minneapolis in uniform. He deserved a retirement. Isaac Stephen Brown gave him a grave.

On August 25, 1981, Officer Miller was investigating a stolen vehicle when Brown murdered him. Brown gets a December 11, 2026, review before the Minnesota Supervised Release Board. The National Police Association urges law enforcement supporters to oppose his release.

Miller was 59, a World War II Navy veteran with more than 18 years of police service. North Minneapolis was his home. Its people were his neighbors. Within months, he planned to retire to his lake cabin.

Instead, his wife, Lea, lost her husband. His daughter and son lost their father. Minneapolis lost a guardian.

The court record tells the story. Miller approached a stolen pickup in uniform. Brown offered reassurances, opened a pouch, drew a revolver, and repeatedly shot Miller in the chest. Brown fled across the street and kept firing. Miller radioed for help before collapsing beside his squad car.

This was no accident. Brown had previously threatened that, during a future arrest, he would carry a pistol, resist being taken alive, and take officers with him.

A jury convicted Brown of first-degree murder for intentionally killing an officer performing his duties. He received life imprisonment.

What did time restore to the Miller family? Not one birthday. Not one Christmas. Not one afternoon at that cabin.

"Richard Miller served his country in war and his community in uniform. He earned the opportunity to retire, enjoy his family, and live out the years ahead of him. Isaac Brown stole every one of those years," said Eddie Hutchison, President of the National Police Association.

The NPA calls for continued incarceration. Officer Miller's sacrifice has no expiration date. Neither should the public's resolve to remember it.
