Trucking and Clean Air Debate Moves to Congress, Possible Re-Regulation Impact Feared

NEWARK, N.J., May 10 /PRNewswire/ -- The fate of the Port of Los Angeles effort to overhaul trucking regulation, which some believe would launch re-regulation of the trucking industry, rests with Congress after a hearing that revealed the sharp divisions in one of U.S. transportation's most controversial issues. If Congress sides with Los Angeles, the impact on the port trucking business will reverberate well beyond port gates, reports The Journal of Commerce this week.

In an attempt to push the program forward the port is fighting for an exemption to federal pre-emption authority over interstate commerce. Opponents say this will lead to a patchwork of local regulations that would stifle the flow of commerce and hand new power to organized labor over the movement of trade in and out of the United States.

"We do not believe the Port of Los Angeles should be picking winners and losers in the trucking business," said Robert Diggs, vice president and chief counsel of the American Trucking Associations.
