Ms. Herda also addressed the recent suggestion that the Telecom Act of 1996 needs to be rewritten. She also noted that the '96 Act was designed to encourage competition and investment, highlighting that it has been successful in doing so.  Further consensus from the panel was that the FCC has what it needs to enforce the principals and policies of the Act regardless of technology implementations.
