Valid Helps Government of Guam, Department of Revenue and Taxation, Achieve Real ID Compliance Certification from Department of Homeland Security

LISLE, Ill., Feb. 25, 2019 /PRNewswire/ -- Valid, the leading provider of technology solutions for mobile, identity, data and payments, announced its client, The Government of Guam, Department of Revenue and Taxation (DRT), received formal approval of Real ID Compliance from the Department of Homeland Security (DHS). Valid has been a partner with Guam through the process of upgrades, improvements, new card designs and security certifications leading to Guam's submittal, and ultimate approval, of Guam's Real ID certification package.   

States and territories are required to meet 39 standards to be considered Real ID compliant by DHS. Guam is one of 40 Real ID compliant states and territories, while 15 are still working towards their certification. Valid provided solutions and consulted the DRT for each of the criteria required for Real ID compliance, some of which included:

• Ensuring images are retrievable by the DMV if requested by law enforcement
• Implementing document security features on Real ID cards to protect against reproduction and tamper utilization technologies available to the general public
• Verifying applicants proof of identity before a Real ID card is issued

Congress passed the Real ID Act in 2005, which establishes minimum security standards for state-issued driver's license (DL) and identification (ID) cards. The act prohibits federal agencies from accepting DL and ID cards for any official purpose from states that do not meet these standards. The final enforcement phase covers acceptance of state-issued DL and ID cards for purposes of boarding a federally-regulated commercial aircraft and began in Jan. 2018. The regulatory card-based enforcement date is Oct. 1, 2020.

Valid and Guam have worked together to implement Valid's flagship identity management products Weblink ID, Biolink ID and Valid Secure Card to provide the foundation of the enrollment and biometric review of applicants and production of their secure Guam DL and ID.
