Canadian-founded company is developing an AI-native defense layer to detect biological threats earlier and dramatically compress response time
VANCOUVER, BC, Oct. 6, 2026 /PRNewswire/ -- Watchtower BioSurveillance Inc. today emerged from stealth, unveiling its work on an autonomous biological defense platform for governments, defense organizations and critical infrastructure.
"Biological threats move fast. Defense has to move faster," said E. Russell McAllister, founder of Watchtower. "The technologies now exist to integrate signals across sensors, systems and jurisdictions, identify meaningful changes as they emerge, and help decision-makers act quickly before a localized event becomes a much larger problem."
A serial life sciences entrepreneur, McAllister previously worked with government on the COVID-19 response, leading a federally funded therapeutics company.
Leading frontier AI labs now treat advanced biological capabilities as a serious AI risk, with documented real-world use of frontier models suggesting potential biological weapons development. Like drones, biological threats can be profoundly asymmetric: a small initial event can create consequences far out of proportion to its cost or scale.
COVID-19 — and now Irkutsk — demonstrate that biological risk often emerges amid incomplete, ambiguous and contradictory information. Defense systems must work in precisely that environment — integrating weak and conflicting signals and giving decision-makers an objective picture before certainty arrives. That capability must be built urgently, and it must be independent of bias or institutional narrative.
Watchtower is building a continuously adapting defense layer that integrates heterogeneous physical-world signals, augments existing sensing, intelligence and response systems, and supports graduated autonomy: AI can accelerate sensing, correlation, triage and evidence collection while consequential decisions remain under human authority.
A Canadian opportunity in the AI era
"AI has dramatically increased intellectual leverage," McAllister said. "Small, exceptional teams with the right tools, capital and mandate can now tackle problems that until recently required much larger organizations."
"For Canada, that creates an extraordinary opportunity. We already have the technical and scientific talent. The challenge is to empower those teams with the capital, institutional support and flexibility to move at frontier speed. The role of institutions should be to amplify that speed, not absorb it."
"Canada has an opportunity to build a globally important sovereign capability in autonomous biological defense," McAllister said. "But the window will not remain open indefinitely. The capability will be built somewhere; delay will influence where the intellectual property, talent and industrial capacity ultimately reside. Our responsibility is to build it as quickly as possible, working with allied partners before the window closes — or the next biological crisis arrives."
Because every hour matters.
